Plusvalía municipal is a local tax on the increase in the value of urban land during the period of ownership. It is normally paid by the seller and is calculated based on the cadastral value of the land, the number of years owned, and the coefficient applied by each specific municipality. Since the 2021 reform, sellers can choose between two calculation methods — the objective method and the real capital gains method — applying whichever results in the lower tax liability.
